Liquor License

Liquor licenses are issued by the Liquor Licensing Board and are subject to police review. Selling liquor without a license is a violation of Hong Kong law and may result in a maximum fine of HKD$$1,000,000 and imprisonment of up to two years.

Applicant Criteria

The Liquor Licensing Board evaluates the applicant’s personal character, relevant work experience, and past performance as a license holder to determine their suitability.

Premises Specifications

Bars must meet specific structural, escape route, fire safety, and hygiene requirements to ensure the premises are suitable for serving alcoholic beverages. Approval is granted based on individual circumstances.

Additional Licensing Conditions

  • To address noise disturbances, proper soundproofing materials or equipment must be installed.
  • A conspicuous notice stating “NO LIQUOR FOR PERSON UNDER AGE 18” must be displayed, with each Chinese character measuring at least 3cm × 3cm and each English letter at least 2cm × 2cm.

License Fees

  • Bars: HKD$3,940 per year.
  • Non-bar establishments: HK$1,990 per year.
  • Club liquor license (bar): HKD$1,100 per year.
  • Club liquor license (non-bar): HKD$1,100 per year.

From a policing perspective, bars can be hotspots for various crimes. Applicants must first pass the Liquor Licensing Board’s evaluation and subsequently undergo police screening, which includes a formal statement.

According to Section 2 of the Dutiable Commodities Ordinance, a liquor license applies to premises where alcoholic beverages are sold or supplied for consumption on-site. Therefore, selling alcohol online without offering tastings generally does not require a liquor license.
